I had the same problem with one of the vectras I had. If you take off the throttle body (be careful with the throttle cable) and clean it well with carb cleaner. You will see a small hole that a vacum pipe is connected to on the side of the body, it will most likely be blocked- that is your problem. you can clear the small hole with a drill bit or a small piece of wire. Let us know how ya get on...
